Permit Thresholds
Golden permit thresholds
- Code reference
- Building Permit Fees table (effective 05/01/11, as modified by resolutions).
- Exterior
- One-story detached accessory structures ≤200 sq ft (residential only); fences ≤7 ft tall (unless front yard, corner lot, or historic district); landscaping; minor roof or siding repairs/replacement (10% or less of total area); minor maintenance/repairs; painting; retaining/landscape walls ≤4 ft tall
- Code reference
- Retaining/landscape walls over 4 ft (or supporting surcharge) also trigger requirements, often needing engineering.
- For homeowners doing their own work
- materials cost × 2.
- Building permit fees are calculated from a tiered table based on total valuation
- $1–$500 = $25.85; higher tiers add per-$100 or per-$1,000 increments up to $1M+).
- Additional plan review fee (when applicable)
- 65% of the permit fee.
- Building use tax
- 3% use tax on building materials, stated as 1.5% of total valuation.

Energy Code
Golden energy code quick facts
- Code reference
- 2024 International Energy Conservation Code (IECC), adopted by the City of Golden with no energy-specific local amendments noted beyond the base code (and state electric-ready/solar-ready provisions where applicable).
- Code reference
- Golden (Jefferson County, climate zone 5B) lists the 2024 IECC among its adopted codes on the official Building Permit Process page.
- Code reference
- Adoption aligns with the city’s update to the 2024 I-Codes suite (effective after the July 22, 2025 council action referenced in related materials).
- Code reference
- The code applies to new construction, additions, and remodels/alterations as scoped in the IECC/IRC.
- Code reference
- Key prescriptive requirements (2024 IECC residential provisions, Table R402.1.2 / R402.1.3 and related sections, climate zone 5 / 5B; relevant to additions and remodels where the thermal envelope or systems are altered):
- Ceiling/attic insulation
- Minimum R-49 (or equivalent U-factor).

Technical scope
Residential battery cabinet, inverter pairing, and backup loads panel as specified. Electrical service, disconnects, and interconnection follow the utility and Denver electrical permit. No Tesla-certified-installer claim is made unless a grounded source states it.

How the work is coordinated
No Tesla-certified-installer claim is made unless a grounded source states it. Denver-metro work is permitted locally. Colorado has no statewide general-contractor license. Cities and counties license general contractors. DORA licenses electrical and plumbing (and similar regulated trades), not general contractors. Autotelic is a municipally licensed Denver general contractor that coordinates licensed specialty trades. Denver building permits run through Community Planning and Development (CPD). Costs are project-specific; no dollar figures.

FAQ
Common questions
How much does Home Battery / Energy Storage Assessment cost in Golden?
$199.
How do I book?
Press Book next to the job, pick a date and a morning (8–12) or afternoon (12–4) window, and pay in full. We confirm within 24 hours or refund you in full.
What's not included?
Battery hardware and installation labor are not included.
What changed with the federal tax credit in 2026?
The federal residential clean energy credit expired for systems placed in service after December 31, 2025, so homeowners who pay cash or finance with a loan in 2026 receive no federal credit. Some installers still advertise the old credit; we do not. Leased or PPA systems still capture roughly 30% through the section 48E credit (through 2032), passed through by the lessor.
What will a Powerwall run during an outage?
It depends on which circuits are on the protected loads. A single Powerwall can keep essentials like lights, refrigeration, outlets, and a gas furnace running for many hours, but running an entire home for a long outage requires enough battery capacity for your specific loads. We model this during design so the system matches your expectations.
Does a Powerwall require solar panels?
No. Powerwall works as a standalone backup battery charged from the grid, so solar is not required for outage protection. Adding solar lets the battery recharge during the day and extends backup coverage, but it is optional.
How do the permit and Xcel interconnection work?
We pull the municipal electrical permit and submit the Xcel Energy interconnection application on your behalf. After installation, a municipal inspection and Xcel approval are required before the battery is given permission to operate and activated.
Who qualifies for Xcel Energy's Renewable Battery Connect rebate?
Xcel Energy customers with qualifying battery systems may be eligible for $350 per kW, up to $5,000, with income-qualified customers eligible for $800 per kW. Rebate amounts depend on program-year funding availability and the program rules in effect when the application is submitted.
